Alan Villarante: MHF safety management systems

SMSA’s MHF systems are managed and directed by Alan based in Wellington.

Alan has 17 solid years of policy and regulatory experience in NZ and his homeland in the Philippines. Alan’s experience and management included:

• Identifying specific worksites in WorkSafe NZ’s Major Hazard Facilities (MHF) Risk Landscape Project.
• Developing the MHF criteria for assessment, audit, monitoring and review.
• Conducting Workplace Safety Management Practices (WSMP) audit.
• Currently working on SMSA's Best Practice Guidance for Major Hazard Facilities and developing training programmes.

Alan has gained valuable insights and policy experience in the Department of Internal Affairs, WorkSafe NZ beside Ministry of Business Innovation and Employment analysts and the Accident Compensation Corporation (ACC). MHF operators need to know whether they are, or are likely to become, a major hazard facility. If you are operating an MHF you will need to notify Worksafe to be able to meet your regulatory obligations, eg processes for notification and determination of a MHF.

Consistent with its role to conducting pre-assessment and hazard identification, SMSA will also provide you with advice on status of the process of determination, to monitor the process and to represent you in the entire determination process.

SMSA can also provide advice how the MHF hazardous substances threshold quantities and make recommendations on regulatory requirements.

WorkSafe expects MHF operators to have ownership of the safety case. Therefore you are required to involve people working in your facility in developing your facility’s safety case and other pertinent documents, as well as to understand the decisions made and the implications of these decisions.

SMSA will provide you with specialist advice related to your responsibilities in preparing and/or reviewing your facility’s safety case.

Various types of audits will be required for those sites determined to be MHF, including process safety audits.

• Safety management system audits.
• Risk management audits.
• Compliance audits.

ACC also requires all businesses to regularly conduct an audit based on ACC442 Workplace Safety Management Practices Audit Standards.
